Personal Profile
Born on October 18, 1955 in Bonkoukou, a village located 145 km from Niamey, Minister Alkache ALHADA is a former student of Lycée Issa Beri and Lycée Issa Korombé in Niamey. ,Doctor in Public Law and holder of the diploma of authorization to direct research, obtained at the University of Paris XII Val de Marne in France, he is a lecturer in Public Law and former dean of the Faculty of Economics and Legal Sciences of the ,Abdou Moumouni University where he began to teach in 1987 as part of the National Civic Service before being hired as a teacher-researcher to teach, among other things, courses in Constitutional Law, Administrative Law of Property, and Civil Liberties. ,Member of the Institutional Policy Commission of the National Sovereign Conference which defined the principles that should guide the drafting of the 1992 constitution, he was also a member of the Constitutional Chamber of the Supreme Court as a constitutional judge from 1995 to 1996. ,of the Commission of Fundamental Texts having proceeded to the elaboration of the Nigerien constitution of July 18, 1999, Mr. Alkache ALHADA developed an expe ,rtise in the field of governance, conflict management, constitutional justice and human rights at both the national and international level. ,An early activist of the PNDS TARAYYA, of which he was the Secretary for External Relations, he played an important role in the establishment of the party in France and its entry into the Socialist International. ,Appointed Deputy Chief of Staff to the President of the Republic following the victory of President Mahamadou Issoufou in 2011, he was successively appointed First President of the Court of Auditors (2013), then First President of the Council of State (2016). ,On September 20, 2020, he will be appointed Minister Delegate before being confirmed Minister of the Interior, Public Security, Decentralization and Customary and Religious Affairs on June 29, 2020. Note that Minister Alkache ALHADA speaks French ,, Tamashek his mother tongue, Djerma, Hausa and moderately English.

The Ministry of Trade is responsible, in conjunction with the other Ministries concerned, for the design, development, implementation, monitoring and evaluation of the national policy on trade, the fight against ,cost of living and promotion of the private sector, in accordance with the guidelines defined by the Government. ,The organization of the said ministry as follows: - A central administration which includes: o The Cabinet of the Minister; ,o The General Secretariat; ,o The General Services Inspectorate; ,o Two General Directorates; ,o Central Directorates (comprising divisions); ,o Advisory Bodies; ,o Mission Administrations. ,- Deconcentrated services: o Regional Directorates; ,o Departmental Directorates not yet operational; ,o Commercial attaché positions; ,- Public programs and projects. ,And finally, autonomous structures under supervision (CCIN; ME; OPVN; RINI; NITRA; SOCOGEM; SOGEMMI; SOGEMAZ Dolé; SOGEMMA). ,• In terms of sectoral regulations The Ministry of Commerce initiates and implements legislative and regulatory measures aimed at combating the high cost of living, protecting consumer rights, respecting the rules of competition, participating in trade negotiations and ,implementation of regional or international trade agreements (UEMOA, ECOWAS, ZLECAF, WTO, etc.). ,• As regards the promotion of value chains The Ministry of Trade intervenes, in collaboration with other public or private structures, in the development of sectors and value chains of agro-sylvo-pastoral and fishery products. ,• In terms of supplying the country with basic necessities The Ministry of Commerce plays an important role in supplying the country with basic necessities, notably cereals. ,To ensure the availability of the supply of basic necessities at the national level, the Ministry monitors the stocks of traders and monitors the stocks of the Office des Produits Vivriers du Niger (OPVN), contributes to the formulation of needs ,and orders (via the OPVN) of basic necessities to constitute or replenish the stocks of the OPVN (on behalf of the State). ,• In terms of commercial infrastructure In terms of commercial infrastructure, the Ministry authorizes the construction of any market and supervises the management of modern markets. ,The consequences of this are not only to facilitate the sale of local productions but also to facilitate the physical access of the populations to consumer products. ,• In terms of finding outlets o Local commercial diplomacy with the creation of commercial attaché positions; ,o Promotion (Organization, participation, authorization) of trade fairs and exhibitions; ,o Organization of economic forums; ,o Participation in joint committee work with partner countries; ,o Creation of showcases; ,o Visits and business studies. ,• With regard to the promotion of the private sector Improvement of the business climate; ,Support for business creation; ,Support for the creation of Incubator Centers; ,Promotion of public-private dialogue; ,Investment Promotion
