Mr. Ethiopia Bedecha Ware holds MA (Master of sociology) degree from Indira Gandhi National Open University on December 2012, BA (Geography) degree from Dilla University by July 2007.
He is currently Special Advisor to the Minister Federal Democratic Republic of Ethiopia Ministry of Urban Development and Construction. Formerly he has been working as Head, Public Relation and Communication Office , Ministry of Urban Development and Housing from April 1/2016- Feb,3o/2019. Deputy Director, Public Relation and Communication Directorate at Ministry of Mines Petrolum and Natural Gas from May 1/2012- March 20/2016. Senior Program Producer /News Editor/ at Ethiopian Broadcasting Corporation/Ethiopian Television/ from Nov. 5/2008- April 20/2012

1. The ministry of urban development and infrastructure shall have the following powers and duties : A. Initiate policy, strategy and legislation that enhance urban construction and infrastructure sustainable development and competitiveness and register urban and land related other immovable property; prepare detail program compatible with the national development plan; implement same upon approval; B. Prepare national integrated infrastructure master plan in collaboration with the concerned organs; follow up and monitor its implementation; C. Coordinate the preparation of national integrated master plan and follow up its implementation; D. Prepare compensation formula and unit price for land and property expropriated for public interest; E. Formulate policies and strategies, development programs concerning the transition of rural areas to urban areas set standards; supervise same; F. Undertake studies relating to urbanization; establish system for integrated urban development in coordination with other concerned organs; follow up implementation; establish a system for the integration of urban centers in compliance with national and regional development plan and integrated urban master plan follow up implementation of same; G. Undertake studies for the integration of urban and rural development activities in collaboration with regions; follow-up implementation of same; provide to urban centers all-round and coordinated support so as to make them development hubs of their surroundings; H. Design strategies that ensure balanced development and population settlement in urban centers; implement same in collaboration with the pertinent federal government and regional bodies; I. Put in place advanced procedures for efficient and economical use of urban land; follow up implementation of same; J. Set standards relating to categorization and role definition of urban centers; establish criteria for urban sanitation, beatification and greenery development; support and follow up implementation of same; K. Provide capacity building support to regions to improve service delivery and ensure good governance in urban centers; cause the integration of the provision of infrastructure and services; L. Support and follow up urban development , construction and infrastructure activities of Addis Ababa and Dire Dawa city administration; M. Cause the building of cadaster and immovable property market systems that ensure transparency, accountability and enhance free market economy; provide support to ensure supply of developed urban land in accordance with demands in urban centers; N. Undertake study to establish urban development finance improvement system; cause its approval by the concerned organ; raise fund; provide support and follow – up the building of institutional capacity for its implementation; O. Undertake studies on the provision of residential housing to citizens; and implement of same upon approval; establish a system that enhance the participation and role of the private sector in housing development sector, create conducive condition for its implementation; P. Cause the creation of conditions for the building of competitive construction industry at international level; establish a system which ensures transparent and accountable system for the management of design, bidding and contract contents; and follow up implementation of same; cause the creation of internationally competitive construction industry; devise strategies to ensure the sustainability and capacity of the local construction enterprises; Q.
